It had been about two years for me too so I also wondered if there would be enough updates and if there would be improvements. I can tell you that there are new videos, and the highest resolution is an improvement over what they had in the past. In the past, the highest resolution was 630x470 and now it is 1280x720. Subjectively it looks fine.
I think I'll edit the review to give more objective information.

Bottom Line:
Im a big fan of public flashing and nudity and there are few sites that do it like I like it. There are sites that offer European public nudity that offer more videos and are better organized, and there are sites that have American public nudity that are more risqu (Nude in L.A. comes to mind). This is a personal opinion, but those sites lack or dont show the models being nervous and excited at the same time. Those sites treat public nudity as being an everyday occurrence. Not so with Public Flash. This site has a bit of a corny set-up for each and then moves into various open or public venues. Panties and bras are slipped off and then the model walks through various locations and flashes. Full nudity happens, but is rare. This may sound simple, and it is, but for fans of public flashing and nudity this is a site worth looking at.
As for the models, there is a decent variety. Most fit the typical porn mold by being young (18-25) white and petite. But there are some models who are fuller-figured, larger-breasted, older or different skin tones. Most of the models are amateurs (or at least that I havent seen before) but there are a few big name porn stars who appear, presumably early in their careers. This includes Aubrey Addams, Amber Rayne and Faye Runaway.
The site, like the models, is fairly amateur. Searching isnt really an option, but since each segment has a big thumbnail you can see whether that model might be to your liking on the main page before you click the link. My biggest complaint is that there are no full length videos: each of the scenes is divided up into smaller segments. I realize why they do this for updating purposes, but once all the segments are posted I wish theyd offer a link for the full video.
The videos are offered in two resolutions, but only in wmv format. The best format isnt bad, but it isnt HD. Updates are fairly regular appearing every few days but each update is only two segments of the full video. It takes a couple of weeks for an entire video to be posted.
Still, for all the flaws, Im willing to cut this site some slack. I may be wrong, but I suspect that this is one of the hardest niches to work in due to the risk. This isnt filming sex in the back of a panel van or on a set in someones living room: these scenes put the models and crew at some legal risk in our Puritanical culture. The outcome is some fun video to watch as nervous young women flash in public.
This site offers decent value for the monthly fee if you like this niche.

I know not everyone will agree with me on this, but I think that small porn sites can still offer good value. I regularly join mega sites and like those, but I also like joining new niche sites to see what they have and support the site owners who have taken a risk and opened a new site. This is a niche I like so it seemed like a good fit and the TBP discount coupled with a reputable biller took a lot of the risk out of the equation.
Ill address the gorilla in the room that often occurs with new sites: this one is still very small with just seven scenes currently available. A new scene is added once a week so it will be a long time growing too. I realize that for many people having a site this small would be an instant deal breaker and Id agree with that if the site aimed at the middle of the porn market. But its different, or at least should be, with niche sites. Unfortunately the site missed the target on the niche and created their Achilles heel.
The problem with the scenes is that they fall on the tame side for this niche. The reason I think that is a problem is that with a name like Punish Teens they are not likely to get artcore buyers interested and for fans of this niche these are about the most tame Ive seen. This isn't Kink or Society SM (and I realize that this site doesnt market itself as a BDSM site) but it is likely that a prospective member would expect more than the light bondage and D/s play found here. These teens aren't really being punished as much as theyre being mildly reprimanded.
The scenes themselves have high production values and appear to be exclusive. Six of the scenes have American models while one appears to be Russian or eastern European. The lighting and editing are top level.
The site itself is simple and effective, but with seven scenes why would be it be anything else? The main page has a large photo taken from the scenes and the options for streaming or downloading are all right there. There are several download options: MP4s are available in 1920x1080 at 10,000kb/s, 960x540 at 2500kb/s and 640x360 at 700kb/s. One WMV is available at 960x540 at 2500kb/s. This may be a bit nit-picky, but there is too big a gap between the highest resolution and the next highest. Im not normally one to criticize having options, but it seems to me that they would do well to offer a 1280x720 option to bridge that wide gap.
Photos are also available (photos and screencaps) as singles or zips. The photos are 1350x900 and they look okay but photo collectors aren't likely to be overly impressed by those specs.
One thing that does deserve a comment is that the tour page is grossly misleading. A prospective member sees 42 thumbnails on the main page which would seem to indicate that there are 42 or more scenes inside. I read the TBP page so I was aware that this was misleading and didnt have a nasty surprise when I joined. Further, the site uses the annoying tactic of sending you to the join page wherever you click. There is no tour that might better reflect the true size of the site.
I used a download manager and had no problems with it. I didnt encounter any download limits but that isn't a conclusive answer since I downloaded all seven scenes in HD and that was only 15GB of data.
This is purely subjective and I wont factor it into the score, but there is only one anal scene here. Anal sex is common in this niche (apparently its an effective way to punish a teen) but not here. This should be another indicator that this site leans to the softer side of this niche.
The biggest dilemma for me is whether or not Id recommend this site. On one hand I like to support new sites and they do have some high quality porn here. But on the other hand the site is still very small. Size alone wouldnt be an impediment to my recommending the site since it is a niche site, but the real deal-breaker is that the scenes miss their target. I think theyre too hard to attract the artcore, couples-oriented buyer but they aren't hard enough to keep members like me coming back. Weve all been there: you buy a porn membership that based on the TBP/PU reviews and information you just know you shouldnt buy. Thats what happened to me with Push Her Limits (PHL). In fairness to PHL, it isn't that the site or the scenes are bad; its more that the site died on the vine before it could become something better.
Id normally lead off a review with the positive things that a site has to offer but thats harder than usual here since there really isn't much that is positive. The porn offered here does appear to be exclusive and it does feature several top models. Its also affiliated with a major studio (Metro) so the production values are good. This isn't an amateur site with poor lighting and bad editing.
Given the name of the site it should be no surprise that the site features rough sex. Most of the scenes have an element of force or coercion in them too. I realize that this kind of porn isn't for everyone but this is one of the many serious flaws that the site suffers from: the force/coercion scenario is too much to attract people who dont like that kind of porn and its too mild to attract those who do like it. The site aims for the middle and doesnt really hit any target. If you want porn that doesnt play on the force/coercion theme we could all name dozens of great sites. Likewise, if asked for recommendations for good force/coercion fantasy porn many of us could recommend some great sites. But PHL isn't one of those.
The scenes follow a pattern that is common with this theme. The scene usually starts with an interview to make it clear that the model knows that the scene is rough and we see that she fully and explicitly consents to this. The scene itself follows a pattern where the model is captured or in some way vulnerable and is taken advantage of by the male talent. The scenes then conclude with an interview with both the male and female talent together where they talk about the scene.
The scenes themselves aren't bad. In fact, they are pretty good porn that is better described as on the edge of mainstream. The theme itself could be better used by throwing in some anal (there is none that I found) and maybe multiple men on one or two women. The force/coercion fantasy can be so much more than one-on-one sex.
Now on to the 800 lb. gorilla in the room; or, more accurately, the pair of gorillas. First, the site is streaming only. I know that isn't a deal-breaker for many people because thats how they want to access their porn but I suspect that for the serious collectors who make up the active members at PU that is a deal-breaker. We collect porn and you cant do that unless we are able to download it. The second gorilla is the real flaw in the site: it has only 11 scenes and hasnt updated since May 2016. To make matters worse, there is no discounted TPB price so that means that each of these scenes will cost you close to $3 if you view all of them. As a collector, I dont mind paying those prices for great porn, but the value proposition for PHL just isn't there.
While the site is streaming only it is worth noting that there are three resolutions available. The scenes stream in 300p, 720p and 1080p.
The site also offers photos but there are only a few dozen per scene and they aren't available as a zip.
I could be a sarcastic and point out that the site is reasonably well done and is laid out logically, but with only 11 scenes on offer how could it be otherwise?
The bottom line wont be a surprise to anyone who has read this review: unless there is a very compelling reason for you to join this site it is better left alone. For both the casual porn user and the serious porn collector this site offers very little and does that at a high price. Unlike me, be sure to spend your porn dollars more carefully.

I think it is fair to say that an advantage I bring to writing site reviews for “traditional” adult sites is that I have a lot of experience with those. When you click on a model, you see rates for a private session. If there is something you want her to do, you should ask her before you go private. Some end the session if you request something she does not like to do or even hear about. Others can join in a private session.

Some models have rates as low as 49 cents a minute and most are under $3 per minute. Models that offer BDSM, sex shows or lesbian ones, role play or insertions etc. charge a lot more. Some models put on a great session and are inexpensive and some that cost multiples of the others’ rates are not as interesting. The cheaper rates are generally newer models, who don’t yet have a following.

Ive recently made it a point to check any reported errors at TBP before signing up to a site. Ive reported errors that dont then get fixed in the main review. I can understand why that is the reviewer has a set of facts and reports on that but things may change. And it wouldnt make any sense for TBP staff to just change a review based on a comment from a reader, even if the reader making the comment is well known as you are on the site. I once reported an error on a daily download limit that did get changed in the review, but recently I noted an error in Wave Hos where the TBP review says it is a full trial and it isnt. There is extremely limited access to the site via the trial. The problem for TBP though is that may be difficult to confirm.
TBP is an amazing resource but they cant be perfect all the time, so I make it a point to check TBP and PU before joining a site and that now includes looking at any reported errors.

I reviewed this site a couple of days ago and reported that I couldn't use Free Download Manager. I'm not terribly technically adept, but it turns out that it can be used. All you have to do is make sure the username and password are added to FDM. TBP says that other managers work too and i have no reason to doubt that.

Funny you ask that question. I had to go out and buy a new drive over the weekend because my bride was away and I signed up to three sites.

The site is probably big enough to be a decent value on its own, but it is part of a bigger network. This specific site has about 80 videos posted and each of those is about an hour long. Another possible issue for some people is that there is very little variation on the type of model in each scene. If your tastes are like mine this is no issue here because the overwhelming majority of the models are petite and young. I dont think there are any black or ethnic models, and no one over 25 either.
