My best guess would be the webmaster or persons over member accounts. The terms and conditions don't really state as to who exactly would do the deactivating of the violating member accounts.

To elaborate on what Wittyguy mentioned, If you purchase a membership while in Quebec, Canada, and they detect it, they will deactivate your account.
If you purchase it outside of Quebec, Canada, then enter Quebec and they detect it, they will deactivate your account.

So in short don't go anywhere near Quebec, Canada if you're considering a subscription here.

Kinda curious as to why this is.
