This is probably not much help but all i can say is that I was there just over a year ago and never experienced any download problems or hit any limits and i downloaded every photo set on the site in about a week or so.

Not sure if it will be a recurring issue but speed seems to have gone back to 'normal' now, I expect this may have been a weekend constraint perhaps, will see what happens this week.
